In France, by law, a garment has to be handmade in order to be able to put the Haute Couture label on it.
However all garments are hand made ...even in sweat shops where workers are like slaves - it's still hand made.

Couture is not meant to meant worn day-to-day. In the old days they used to, but now couture is mostly art pieces. After the season is over they'll be sold to collectors & museums, or kept in company warehouses for posterity. "Ready-to-wear" is the stuff you're expected to buy.
