I canned a lot of applesauce and had peelings left over. I took the peelings, boiled them up,added cinnamon and grated lemon peel and sugar. I took a jar to the fair and won a blue ribbon.

Do you think you could save the scraps in the freezer until you have enough and then make it? Would it still work?

Its not 'wasted' if you put scraps in the compost, as it is used to make more food when put in the soil before planting your next crop, or around established plants and trees.

True, but since the rind is still there to compost after making the jelly, there is no reason not to do both.

What else was it in besides orange peel?

There were apple cores and peelings also some lemon skins. I guess you could collect and keep them in the freezer until you have sufficient quantity.
