The rules have changed this year, so this year it's neither! Only buy fireworks marked CE to be safe :)

There are three safety distances for CE compliant BS-EN15947 fireworks :
Category 2 can either have an 8 metre spectator distance for spectators or 15 metre spectator distance with 8 metres for the firer,
while Category 3 fireworks generally have a 25 metre spectator distance with a 15 metre distance for the person lighting them, and ideally the firers SHOULD be wearing appropriate PPE i.e. fire retardant overalls, suitable footwear, head ear and eye protection and gloves.
Only pick and choose fireworks for which you have the space to use safely. Don't play russian roulette with firework safety distances, having said that, there is a worrying aspect of Category 2 fireworks, and that is some powerful fireworks are being classed with an 8 metre safety distance and this a downfall of the the new European Standard BS-EN 15947.
If you can increase the distance of powerful 8 metre fireworks under Category 2 to at least 15 metres, then do so but if not you may have to tone down to less powerful 8 metre selection box fireworks and smaller 8 metre pack fireworks. Don't stand there scratching your head wondering how to get a bigger distance for powerful 8 metre fireworks! It's that simple.
Bigger doesn't necessarily mean safer, however tempting it might seem.
N.B. While it's NOT against the law to use 25 metre fireworks in a back garden, DO bear in mind that if you do this regardless of any safety instructions, then it is ultimately YOU who is liable, and will be held liable, for any injuries or damage caused by the use of these fireworks at less than the manufacturers recommended safety distance.
Safety distances on fireworks are there for a reason, not for the good of your health, but for the safety of your spectators, so be safe or ignore them at your peril.

Not to mention that Category 4 Fireworks can only be sold to professionals; they're the ones that are used at organised displays, that's why the firefighter confiscated them display fireworks from the girls.
