It's all themed from real world. Why didn't they use art and themes from the Bomberman levels that have actually existed? They already have the art for that!
Actually, this game is a spin off of another spin off called Bomberman Land, in Bomberman Land, all the characters goes to a park, the races are held in the racing section of the park, this can be clearly seen in Bomberman Land 2, so that's the reason why there's no tracks based on the bomberman universe, (when I was a child I had the same complain, but it's justified with the aforementioned)

I remember I saw this game as a child (before I got a PS2) and REALLY wanted to get/play it, but sadly I never saw it once sold in my country during the whole period that I used to play PS2 games, so I never actually got to play it, which is really unfortunate because this game looks even more fun to play (ESPECIALLY its AWESOME soundtrack) compared to other similar racing games (e.g. Diddy Kong Racing) IMO. Oh well...
