EPIC classic game! It had a very unique analog joystick that doesn't translate at all well with today's D-pads and other digital controllers. Hat's off to you my friend for that great score, good stuff!!
It was called a 49 way optical joystick. It was special because it was able to control speed (0,1,2,3) as well as direction through small movements depending on how far it moved from center. It was much more sensitive than standard 4 way joysticks. Bubbles really needed that accuracy of movement.

The reason why I favored this video game is that, this was Williams first non outer space video game; ever been created for the arcade palaces. Another thing I like about this video game is that, it has nothing to deal with the DC Comic book heroes; that's JLA {Justice League of America}.

Where can I get this game?
The official release I played was on William's Greatest Arcade Hits for Sega Saturn. Download the rom and it should work in Mame.
It's available on MAME for free but getting a modern controller configured in order to play properly it is going to be a problem.
