is not glitch sometime they ask buy weapon & Clothes kinda random, try win Traveler Hub there some more reward Weapon & Clothe there.

Something strange I noticed is that the starting weapons are not shown here, it's weird.
Yea cus it's shown through the catalog which is basically a fast track way to get good gear on a new mii, or to get yourself good gear for if you switch to a new class.

how do you unlock legendary gear?
The same you get any other gear, buy it, get it from a chest or roulette, and finish quests for people in travelers hub

Those weapons look good, except there wasn't the Master Sword or the Blood Moon Frying Pan.
The designs of the legendary weapons are kind of boring tbh
