I would pick a Crown Manager. There are several strong idealogues on the Council who never saw an expense that could not/should not be borne. They also never, never, never accept that there are such things as cost/benefit analyses. For them, the practicable is ALWAYS the enemy of the ideal, which is forever just another twenty million away.
The golden mile plan is a white elephant and a waste of time and money. Keep Wellington car friendly and moving, Mother Nature is more concerned with Tokyo and other massive cities around the world that make Wellington look like a country town.
