IIT students come from all over India. They are allocated to the different IITs based on ranking. Someone from Chennai may end up in Indore or Kharagpur, or somewhere else depending on his/her rank.

PLEASE. IITs are one of thr only government institutions where there still remains exceptional diversity. Don't ask for state quotas in these premier institutions as well....
