  • It has come to our attention that a statement was issued labeling Hon. Tasila Lungu as a “most wanted person.” This declaration is inflammatory, unjust, and a blatant violation of her fundamental human rights.
Hon. Tasila Lungu is currently on approved legal medical leave, including maternity leave, which is protected under Zambian law. Such actions not only undermine her rights but also amount to harassment and gender-based violence (GBV).
This declaration violates the following constitutional and international human rights:
Article 11: The Right to Presumption of Innocence Until Proven Guilty
As a citizen, Hon. Tasila Lungu is entitled to the presumption of innocence. Publicly labeling her “most wanted” without due process prejudices her right to a fair trial.
Article 13: The Right to Freedom of Movement and Residence
This action restricts her ability to move freely and reside in her lawful place of choice, creating fear and harassment.
Article 25: The Right to Special Protection of Motherhood
Hon. Tasila Lungu, as a mother on maternity leave, is entitled to special protection under the law. Targeting her during this vulnerable period disregards these protections.
International Obligations Under the Universal Declaration of Human Rights (UDHR):
Zambia, as a signatory to the UDHR since 1964, is bound by its principles, which are enshrined in the Constitution. These actions contradict the UDHR’s guarantees of dignity, equality, and protection under the law.
By targeting Hon. Tasila Lungu during her maternity leave, this act can also be classified as gender-based violence (GBV). It perpetuates harm, discrimination, and a disregard for the rights of women, violating both domestic and international protections.
    Call to Action
We strongly condemn the issuance of the “most wanted” declaration against Hon. Tasila Lungu. We demand:
An immediate retraction of this statement.
Full respect for her constitutional rights, including the protection of her medical and maternity leave.
A cessation of any actions that undermine her freedoms and rights, as guaranteed by Zambian law and international obligations.
We urge relevant authorities and the international community to hold accountable those responsible for perpetuating these violations. Zambia’s commitment to human rights must remain unwavering, ensuring that justice, fairness, and human dignity prevail.
