Originally, before and up to the mid-2000s when poomsae as a sport grew more popular, it used to be that your kicks weren't SUPPOSED to be higher than head height. Nowadays, as you have noted, the higher the kick the better, although it is very important to maintain good form while kicking. lower kick with good form > higher kick with bad form
She is amazing! One thing occurs to me though, Koryo was her second form, & I've seen some amazing performances of that pattern, which have then been criticised for the kicks being "too high". Damned! If hers were any higher they'd be behind her head! lol I'm guessing that you cannot now win a Gold WITHOUT a 180 degree kick on both front and side. Does that ring true in general?

Jada Mooney pretty much summed it up is very impressive to judges if the competitor can kick very high
