Integrity Test HEPA Filter, Photometer or Particle Counter?

To perform integrity test HEPA and ULPA filters on-site, is it more appropriate to use a Photometer or Particle Counter, friends? Both can be used actually... But... which method is more appropriate? What is the reason? And which method is recommended in a standard like FDA Aseptic Guidance?
