It looks like the tackler is trying to adjust their direction to avoid the quarterback but their last second adjustments, that happens in a fraction of a second, unfortunately ends up going the same direction as the quarterback trying to dodge the tackler. It looks like passing someone in a hallway where initially both of you take a step in the same direction making you have to stop, but here the speeds they are going at means collision rather than an awkward moment.

A charger was receiving and called for fair catch, a raider came flying down field and creamed him using the top of his helmet into the guys chin, K.O. and immediate ejection for unsportsmanlike conduct. Fine and all that.. it was rough to watch

Punishment is more severe. Suspensions, ejections, and major fines are really common.
