Ouch, as Canadian :) I agree that our foreign and trade policies are unwillingly aligned with those of the United States, which became clear during the financial crisis of 2008. My government could have expanded its trade policies with the world, but decided to stick with the United States, which then stabbed us in the back with trade regulations in agriculture, creating a dispute over dairy products, to the point where our farmers decided to label their products "Blue label indicates a Canadian produced" so that we, as Canadian consumers, would buy Canadian products.

I spent much of my career in Western Canadian upstream oil and gas industry for a long time and thus I am familiar with project economics for exploring and developing oil production projects in Alberta (most of the new oil production in Canada is from this province). Based on my background, I would say the following are the reasons for the current level of oil production in Canada:
    (1) Low profitability per barrel of oil produced is most important reason. Much of (new) oil production is from "oil sands", that is, from relatively shallow depths, sand mixed with crude oil either mined and processed (similar to coal mining) & upgraded (made lighter by adding hydrogen) or by injecting steam into the ground - both of these processes are expensive (requiring high capital and/or operating cost inputs). These heavy (low quality or sour) oil gets only highly discounted (or much lower than the the standard WTI or West Texas Intermediate) price in USA. Typically (not be taken as "carved in stone": these numbers depend many factors that go into any given project), the oil price forecast (as discounted in Alberta) needs to be stable at a minimum of about $60 per barrel (i.e., WTI price approaching $80 or more) for about 20 years (going forward), if you would like to make some decent profit on your investment in oil projects in Alberta.
    (2) This heavy crude oil needs to be transported over hundreds of miles of pipelines to refineries on the US Gulf Coast (Texas) for consumption by US transpiration or to be exported. The pipeline capacity is currently full and any additional pipelines to there (Texas) be built are subject to US federal government approvals and state regulations these have become hard to come by in the recent past.
    (3) Environmental activists in USA, Europe and Canada, some Canadian provincial governments (such as British Columbia & Quebec) as well as many Indigenous peoples in both Canada and USA are opposed to any new new oil production from Alberta oil sands projects and building pipelines from Alberta (Canada) to US Gulf coast or Canadian West Coast (e.g., Vancouver) or East Coast (e.g., Halifax). Some of these special interest groups constitute their voter base in their respective countries (states/provinces) and so they have considerable political influence, despite a high degree of (costly) environmental protection or mitigation measures are built into these projects (relative to other jurisdictions in the world).
    (4) In view of the above three issues, investing in any (new or even existing) Alberta oil (sands) production is considered to be relatively risky. Thus American and European investors, companies and institutions (upstream oil and gas companies etc) have walked away from level of new capital investments that are required to grow oil production to much higher levels in Alberta or Canada.
We need to wait and see if the needle will move sufficiently on some or all of the above variables, in view of the new geopolitical and oil price environments that we find ourselves in 2022.

Canada is in a very difficult circumstance with respect to their oil and gas development .
1, Canada is ranked in the top 5 in Co2 per capita emissions.
      2. Americans buy 100% of Canadas exports and own the pipeline and refineries and dictate the price
      3. They want Canadians to pay for the east / west pipelines which are very expensive due to terrain they must cross.
      4. American oil companies do no want Canada to have alternative markets for their. Oil and natural gas
5 Politics..oil producing provinces want lax environment laws Federal Govt wants to meet their climate change commitments
6 Canada already produces 10 times its own domestic requirements and can buy imported oil from US ..by using American refineries .
7 the oil industry has decided that the building a gas pipeline to the east coast is not financially feasible because of cost involved .
8 it’s easier to continue selling Canadian natural gas through the existing American pipeline and LNG facilities rather than building new pipelines or LNG facilities

You missed one big reason: The USA instituted a North American Energy Policy back in the 50's and 60's, that forced the Canadian Governments to follow the USA's wishes. If the USA says it needs the Energy, then Canada has to send it south. That includes electricity as well as oil and gas. There is some suspicion that this applies to other raw resources as well.
In the 50's Canada was creating a Trans Canada Pipeline, that was to end on the East Coast Refineries. The Eisenhower administration forced the Diefenbaker Government to stop it at Windsor, because it would have allowed the Canadians to sell refined products to Europe. This forced Canada to import oil from Venezuela, for refining for East Canadian Provinces. While the bulk of the Western Canadian Gas was diverted south to American Markets.

Excellent insights, thank you. In my view, problem is also commercial. What you call Canada's oil, is called bitumen in Alberta. Something so ugly normal people put on roads. Sinks in water, high in S, N, Fe, Ni, Zr. 65% aromatics. Only a few refineries in the world can run it - those built for it. The kit you need is typically delayed cokers. Only one such refinery exists outside the North America - the Reliance in India. To ship, it must be cut with some light stock, else it is solid. The U.S. refineries, that can chew on it are all pretty much full. Which means, if you want to sell more, you must first turn it into a lighter oil called SCO - synthetic crude oil. Which is, to build an upgrader. There are about 8 of them and all of them ended up with huge overruns and completion delays. The last of them, Shell Heartland.went into detail design wiith $4.8 B price tag, only to cost $13B at the end, and 7 months delay. Therr is no appetite among investors for such debacles. Now add all hurdles Ottawa Leftards and their NGO mob throw in. Project risks are just too high. Before going back, we must first go through uttter failure of the green utopia.

Our ancestors did afterall fight a very nasty continental war here with each other from 1812-1815 which was in many ways a continuation of the American Revolution, in other words, Canada in many ways represents the losing side of the American Revolutionary War, we are a parliamentary monarachical system while the USA is a Republician system based on Roman rather than Greek "democracy".

On a side note Canada is only in Part controlled by America, the Imperial side of it. The other part of Canada is controlled by the British. The whole reason we have a divide in America today is because we are still half controlled by the English. 1/3 of the population loyal to England after the Revolutionary war did not just up and leave not to mention all the immigration after. The Founding Fathers warned of this after the war. All Presidents who were “taken out” were on the opposite side of the English and fought against them (every single one). I would probably guess a Western Canadian based on the comments regarding oil. Someone either related to, works in, or benefits vicariously from the oil industry. Québec wanted to become (some still do) a nation for cultural and economic reasons.
Alberta only started promoting separatism for their province after they felt the federal government didn't help them enough. They love to denigrate Québec and selectively promote convenient facts, while omitting important truths. The simple truth is Alberta didn't have the resources to start up all their oil processing abilities until the federal government (by extension Québec with its profitable hydro-electric power) provided very sizeable subsidies. Once they started making a profit, they quickly (and conveniently) became arrogant and thankless. To contrast the help Québec got to build up its hydro-electric industry didn't even come from the Canadian federal government. We instead had to beg Wall Street in America for loans. So long as environmentalists and others loudly object to and prevent new pipelines so we can get our oil to market, we will never be as big a producer as the US. As a result, we drive around in our big pickups and SUVs, consuming Arab and Venezuelan oil in the east while we complain about how much Alberta and Saskatchewan are contributing to global warming.

I wouldn't say Canadians are the same, but certainly similar to the US, especially in the central areas along the inland border. But for example obedience to government and trust in governemnt seems more common in Canadian. Things might be a little more oriented towards government, rather than to business as in the US. Another matter is that a significant portion of US citizens serve overseas in the military, and this experience influences US culture.

Lets be careful about the power of the environmental activists power. In the US and in France I felt like they only have power when someone in the state government want to give it to them.
    1) If they had so much power on their own, we wouldn't have fracturing in the US. In France we didn't even have discussion about fracturing, the government decided no fracturing before eco friendly people could go out in the streets and ask for it.
2- A lot of environmentalist seemed to have so much power here in the EU in order to make the countries "shut their nuclear power plants" and they did until we discovered :
    a) one of the association came from the US with false datas on the matter of clean energy . And so much more.... People are wondering how much does these NGO's had to do with the US government. That was when the US were very much developping their gas industry
    b) the government followed on much easily...
    c) at least 2 or 3 biggest european energy companies (Alstom , Arabelle, siemens, ...) were FRAMED by the US since 2010 in order to be bought and for some part dismantled: french people from the companies ending in high security jails in the US, paying billions for...corruption facts they didn't even seemed to know about (the framing). The governments here don't even talk about it like they can't. Only parliament people discussed during their seatings and tried to find solutions to what they called a big robbery from their "ally".
That's exactly how France came to shut down half of it's nuclear power plants, giving shitty excuses to the population, and today we can't do the maintenance on our own! Part of the industry is gone to the US

It'd be great if an insider wrote a book ( as partial as it would surely be) about the American attacks on these companies, so strong attacks that they even imprisoned white and very privileged people from wealthy nations, the kind of people that never goes to jail, especially in America.
Such book would expose the true totalitarian nature of the American government, which makes clear to everyone that its laws and courts rule the whole world, flat out violating their freedom and independence. The current world is in much worse conditions than in all previous times, under a worse system than old style colonialism, everything ruled or threatened or attacked by the USA. But the USA is never responsible for the well-being of any population other than its own,...and it does a horrible job with its own population.

@@Nowhere-from So much of these problems were dealt with the secret services.
A very simple guy from Alstom, whom they asked to spy for the US inside Alstom, first called the french ambassy and his company despite the US recommendation, then went to prison after refusing to cooperate unlike some of his collegues. He was sent back to france after 1 year in Rhode Island high security prison and long before the US would tried him in Court. After 3 years, they tried him...that was the 1st time in 40 years since the existence of this law , and said he had more time to spend in jail. Then France tried to discourage him to go back there for the prison before he tells the whole story or else they were scared he wouldn't get out of there alive. The parliament in France was looking to question this guy when trying to find a solution to these cases. The guy wrote a book (I haven't read) before going back to the prison.
Then he came back and created a society that try to protect international european companies for being framed and robbed by the US government.
It's the only state I know that does such a thing, like noone has any choice but deal with them.
That's why I am wondering how does Europe keep bending the knee and licking the foot of this country: they really must have something very big against us
