The lyrics are telling a story about how people have decided that they have had enough, and there is even a point where they get to "where the real slave drivers live" but that's where the cops are all posted and have their weapons out. Basically, the police are there to make sure that the rioters keep this confined to their own neighborhoods and don't hurt the sensibilities of white people in suburbs. It shows who the police are really there to protect. Basically, the police want them to keep it confined to their own neighborhoods, so that way none of the grievances get addressed and things continue on as usual once it is all over.
