No, we don't use 'an' before uncountable nouns. We either use the definite article 'the' or no article before 'electricity', depending on the context.

As u said, if I add 'an' to each and every uyir ezhuthu, like ( orange. First letter is uyir as we connect this to Tamil Grammar). Then how to claim the phrase 'one rupee coin'. First letter '0' can be connected with Tamil uyir ezhuthu. But even we are using 'a' instead of 'an'. How to justify this ?
That's because the word 'one' is pronounced with a vowel sound 'w' as the initial sound. Please check the phonetic transcription for the word 'one'.

When we use the plural noun, we don't use the article to mean 'in general'.
We can also say ' The penguin lives in the South Pole.' It means the same as 'Penguins live in the South Pole'.
