I think she is talking about when we are discouraged and fearful and there doesn't seem like there is any way it's gonna work out. So it's more like a "How in the world is this gonna work out." That question comes after you've done all the planning and set a course but things still are not working out.
You're completely right, Joshua in that we actually do have a part to play. It is our job to be responsible, to learn skills, to prepare, to be faithful with what we have. I think she did mean to consider all of those factors but ultimately the anxieties of life and the 'how' questions are answered when we know for certain that God is with us. Personally the results of my life differ tremendously when I work hard (plan, learn, prep) while trusting Him from when I work hard while not trusting in Him. I either receive an increase of peace or more questions about 'how' and 'why.' (Wrote this not just in response to your post but for the public).
Yeah I think her focus is on purpose and she's saying we are called to let the holy spirit guide you in the how. And then secondly when you don't hear from him take a step and see if he provides.
