two problems
1. he lives in a liberal state, if he wants to carry in his car without the need for a permit he needs to move somewhere where they don't take your life and families safety as joke, out here in Texas you don't need a permit to carry outside or in your home or property its open carry
2. he can carry the weapon, he would just need to get a permit for it, knowing the type of money and time the guy has he could have gone through the channels to do it but not sure why he didn't...
In either case, no forethought put into it, should have coordinated better in that regard and now he's got some bs he's gotta deal with all because there was no planning involved ... i don't blame him for carrying, shit everyone should but follow the guidelines cause CA don't care
