  • How did the multilateralism of the past look like?
    In June 1951, the UPU Council of Administration (CA) (then Executive and Liaison Committee) gathered in St. Gallen, next to Lake Constance, where the borders of Austria, Germany, and Switzerland converge, to discuss plans of a new UPU building that would accommodate the needs of the growing UPU secretariat in Berne.
    By that time, UPU was already 77 years old, with an extensive track record of fostering global connectivity, communication, and cooperation.
    By the way, UPU did not have any executive council up until 1947, when the 12th Universal Postal Congress in Paris established the Executive and Liaison Committee, the predecessor of the current UPU CA.
