A lot of times candidates are informed these roles are posting prior to. This could be internal candidates the hiring manager wants to bring over or coveted external candidates that have built relationships. I would still apply, of course as it gives you a chance to receive an offer, connect with the hiring manager, etc. I would focus my efforts on connecting / networking with the team you want to be on.
