in a world where you rely on team tactics and where you need high work rates in every department a good dribbler might be a thing but you also need people who track back and work for the team. Also it seems that he missed a lot of chances to create scorer points to score or to assist. That makes a huge difference at the end.
Football is a game of 22 players on the pitch, dribbling is a good skill but you need to be able to play in coordination with your teammates not go 1vs11 yolo mode. When you are on a team that is expected to dominate in posession and chances created you might need more disciplined defenders and team players. So, yes, he was probably the best individually skilled player of PSG at the time with the best 1v1 ability, but at the same time, the trainer would prefer a more reliable player that will ensure more ball posession, than a guy who will try 1v4 and lose the ball at times. Also big teams have big egos, so these players can cause trouble inside their team who is also packed with competent players who also want the ball and can do great things with it too. Yes, he was great but he also had a flip-side, and champions league games are very competitive where you need to be able to compete in all areas of the game so you need disciplined players that can defend your goal advantage by running and keeping posession also players that can intercept balls to try to equalize the series. Ben Arfa maybe was not that competitive of a player in that aspect to become a starter, who knows.
For example C.Ronaldo would score goal every 90 minutes so this would make him untouchable even if he wasn't the best passer at times or he lost the ball dribbling or he would run back down to defend. Real Madrid really needed his goals. I guess Ben Arfa wasn't that good of a scorer to become THAT guy. Ronaldo was better finisher, he was incredible heading the ball and he was more ambidextrous. Ben Arfa was regular finisher with no heading ability even if he was a better dribbler this would not translate in the result of the game as much as Ronaldo's abilities.
