Plates don't flow on earth surface, the whole earth surface is called crust, and ofcourse crust is cracked into pieces, these pieces have a different name which is tectonic plates. So now we have many plates, some plates have land above them and hence called continental plate, some plates carry oceans and called oceanic plate, and the reason why these plates are continuously moving is because convection current inside the magma... Convection currents are like wheels for the broken curst aka tectonic plates
