- Samara is the seventh-largest city in Russia, and one of the most important business and cultural centers in the European part of the country. During the Second World War, many Soviet government institutions, as well as most foreign embassies moved to Samara. A huge bunker was created here in 1942 as a back-up for Stalin and his cabinet.
