It’s not mainstream make up but there are some that do Halloween/horror themes. Glamlite is probably the most well known because they’ve done a lot of collabs but they’ve done Chucky (twice now), Scream, Friday the 13th, Freddy and soon to be, Halloween. Congrats on 3K

Actually, MAC did do a Halloween collection in 2013 (I think) with famous special effects make up artist Rick Baker. I was so mad because I missed out on it. 😂 If I remember correctly it was put out in October for Halloween, but the packaging was pretty standard, and the colors leaned more greens and purples? I remember being surprised there was no orange, but this was before brands like Urban Decay put out the various palettes that made a lot of brighter colors more standard, everyday wear.
I think they may bring back the ColourPop Hocus Pocus collection. And I think they have actually done two collections? I’m not positive. But I heard they may put it out for Halloween again. 🎃🧡
