Canonically octolings have it way, way worse than inklings- atleast up until Splatoon 3.
The way they have to live their lives, underground, while facing discrimination and persecution if they ever think about coming to the surface is pretty saddening.
Of course the tone towards octolings has somewhat changed in 3 and in 2 with Octo expansion but the general attitude even in the story mode in 2 really does not show any mercy or caring towards Octolings or Octarians.
