From what I've found, the reason why Office Click-to-Run is always constantly running in the background on startup even after setting the service to manual is seemingly due to Task Scheduler. Many processes/services like Microsoft Edge updates are already "scheduled" to happen at certain events or times regardless of any changes made in the services app. In this case, simply setting the Click-to-Run service to "manual" startup isn't enough since it'll revert back to the automatic startup in a day or two. Just open Task Scheduler (run as administrator obviously), then go to Task Schedular Library -> Microsoft -> Office. You'll find the Click-to-Run service and a bunch of other telemetry tasks for Office that have already been triggered to start. You can delete these triggered tasks, or delete the entire Office folder entirely. It doesn't remove/disable the actual processes, just the planned timer that makes them constantly run in the first place. You could also delete only the triggers within these tasks and create a new trigger where they will only run if you start up any Office app (labeled Office 16 due to version number), but imo that's very redundant compared to deleting the task altogether, which is much more simpler and straightforward. I don't think it'll work unless you either delete/change ALL the tasks, not just the Click-to-Run service. By doing this, I found that the service wouldn't show up in Task Manager after shutting down then starting up the computer. It would only appear once you open any Office app like Word. And the services app still had the startup type set to manual even days later for me. Do keep in mind though, you'll still need to manually close the task after using an Office app if you don't want it lingering in the background for the rest of the day or the next time you start up your PC, which is the only compromise I found. But after doing that, it wasn't running when I didn't want it to. One last thing, Windows updates like to reset these kinds of settings so just keep checking both the Services and Task Scheduler apps once in a while in case the service is running constantly again. Unfortunately there's no permanent solution to this from what I can find but this is the best long-term "fix" I've known of so far.
Thanks. This problem keeps bothering me every single day until now. I often messing around inside the Task Scheduler but didn't realize that you could expand the Library options lamo. Disable would be enough, don't delete it unless you really sure that you don't need it.
Thank you for this video. I was really struggling with this issue. Click to run was frying my system, had my i7-10750H running at 90c!!!. When I did this fix, my CPU is running at 61c.
An alternative solution for those who want to keep the metered connection on: 1. Set the Microsoft Office Click-to-Run Service to Manual. 2. Restart computer. Now the service should not start until you start up one of the Office programs. The downside to this is that you have to end the click-to-run task after you close the Office programs. Or you could write an autohotkey script that starts your Office program (for example Word), then waits for it to close and then ends the click-to-run task automatically. Even after the patch click-to-run still eats up about 11% of my CPU time which is a lot.
Thank you Whitestar127. Manual will do it for non-heavy Office users. Some may have luck disabling metered connection, letting it phone home and settle down, then re-enabling metered connection for the duration of the system uptime.
@@SFLocker Having tested my alternative solution for only a day it's clear that it doesn't work as I thought it would. The click-to-run service just starts up again even if set to manual. Probably due to some Office stuff happening in the background (wild guess). So I'm going to use your solution. I don't need the metered connection anyway as far as I can tell. Anyway, thanks for the video. Really helpful! :-)
Thanks a lot, man! It worked with me and gave my PC a sigh of relief. I'm using Microsoft Office Professional Plus 2019 and I had faced the same problem right after an update to Microsoft Office and Windows.
Dear Aaron, Thank you very much. It worked also for me. A lot of bad emotion disappeared. But not the disagreement with Microsoft. How did you find out how to ...? You don't need to answer that question. I am just a user and know when something is wrong. I am glad to know you, my admiration and gratitude for your time and effort to help me and others with this nasty issue. liked and subscribed! :) Stay Well!
Sometimes you have to think of what changed when a problem is there or is not there. My initial tip-off was the CPU fan running faster than it normally did when editing my class syllabus.
This didn't work for me, but I finally found a per restart fix (read on). FYI for everyone that's been searching for hours and has already tried everything, this is the metered connection fix over 5 minutes of video... I have never had metered connection turned on, but solved my problem finally (at least temporarily, been using OneNote 365 and OneNote 2016 fine for an hour.) 1) Repaired all my installations. (No change here). 2) Unplugged network cable 3) Killed it from task manager 4) Replugged my network cable Aaaaand this piece of overpriced garbage has finally quited down and my fans are no longer working like a vacuum cleaner.
@@imran5373 I never got an official response, but I'm pretty sure this issue has something to do with the app version (business or home). I uninstalled office and started using the cloud version on microsoft and Dropbox.
Maybe office telementry is to blame because if the "send diagnostic data" isnt disabled the service will be sending data every time when you are online.
Hi, this is another user with same issue from the final quarter of year 2021. The issue hasn't been fixed and the good news is this work around doesn't work anymore. The bad news is, I am scared to activate the service "click to run", because my 8gb ram laptop might just start flying (fan running so loud) 😂
Oh man thank you so much .. I was so curious since I used ms services for a quite well on this machine nothing changed except I activated a wifi limit and boom my word and click to run became violent

I delete my %appdata%\local\temp directory and C:\windows\temp directory on a regular basis, but lately I've been seeing a new folder showing up in %appdata%\local\temp called "EcsCache", and inside that folder is a file called "Ecs.dat". These files have never been on my computer before, and if left unchecked build up over time. Microsoft is really pissing me off with all this "click to run" garbage, with no transparent explanation as to what these files are, and why they keep coming back after I remove them.
