No it's one of the weirdest things in dutch society. Every first monday of the month at 12 this sounds throughout the entire country. It is meant as a running test if god forbid war breaks out, but if you play this sound for decades, every month, to 18 million people, it'll generate enough fear to have some tangible social effect as well, which shouldn't be discounted. In an age where people get increasingly isolated and distrustful of the outside world, I think it might be time to drop the habit.
