To be fair, both characters tend to hold back almost all of their power 2000% of the time. Those three transformations, going by the context, were more for extra speed than raw power. So yes, it is fair
Mbj M11 Think of it like this. A true base to base fight would be Sonic with no Chaos Emeralds or Super Emeralds, and a Flash without access to the speed force. Without the speed force, Flash wouldn't really be much of anything to base Sonic, even if Sonic is only city level. Sonic's abilities are all completely natural, whereas the Flash's are not his own. To make it fair, you would have to give Sonic outside help, if you're giving Flash the speed force

Flashes ability to use the speed force pretty much makes him faster than any speedster type character in existence. He can move faster than time itself. Sonic can freeze time which may appear at first glance to be equal to this, but sonic has a short limit to how long he can use huge power chewing techniques like emerald chaos control, so in a head on RACE, flash wins. HOWEVER, whilst flash is fast, He's not super strong or durable. Accelerated healing factor an maybe stronger than your average human, but if any of sonics enhanced forms like super sonic were able to land even 1 crippling hit, then that'd cause enough pain for sonic to follow up with subsequent blows due to flinching. If you've ever studied martial arts, you'll note that there's only so much pain and/or damage you can just shrug off. This is why although flash is faster than superman, in a head-on brawl, flash would lose to superman. It doesn't matter how fast he is, it matters if he has strength to hurt them, and if he in turn can survive their attacks. Green Arrow makes this apparent in the T.V series of flSh during their training in the first season, when he beats barry allen with no powers

Plus according to the canon prequel comics to Sonic Forces, Hyper Sonic is no longer a no limits character due the Phantom Ruby's power out classing that of the Master Emerald's. Since Hyper Sonic gets his power from Emeralds getting super charged from the Master Emerald, Sonic apparently becomes OTP... but not unstoppable. Since there's another object in the Sonic Universe that more powerful than the Master Emerald. So apparently Ebullience realized this and discovered that Flash had more of a chance against Sonic, than we all realized. Thus making the Blue Lantern Ring, not needed. First they makes Sonic's Hyper form non-canon and now they make his Hyper Sonic form limited. Poor Sonic... oh well that's life.

When Ultra Sonic returned he ran all over the world in issue 71, proofing that this form is at least makes him faster, but we don't see him use any other power beyond that appearance since that form went by quickly. Then in *Sonic the Hedgehog special 5,* Ultra Sonic makes his last appearance ever, and opens a portal in to the *Zone of Silence.* Until he immediately loses the form after Naugus is sucked in. All of these feats are impressive but not Multiversal levels of scaling. Also if Ultra Sonic was that powerful, don't you think Sonic would be smart enough to use the form more often? Collecting Rings across the planet and have Nicole make more of them whenever she could, just in case? Sonic can freeze time which may appear at first glance to be equal to this, but sonic has a short limit to how long he can use huge power chewing techniques like emerald chaos control, so in a head on RACE, flash wins. HOWEVER, whilst flash is fast, He's not super strong or durable. Accelerated healing factor an maybe stronger than your average human, but if any of sonics enhanced forms like super sonic were able to land even 1 crippling hit, then that'd cause enough pain for sonic to follow up with subsequent blows due to flinching. If you've ever studied martial arts, you'll note that there's only so much pain and/or damage you can just shrug off. Plus according to the canon prequel comics to Sonic Forces, Hyper Sonic is no longer a no limits character due the Phantom Ruby's power out classing that of the Master Emerald's. Since Hyper Sonic gets his power from Emeralds getting super charged from the Master Emerald, Sonic apparently becomes OTP... but not unstoppable. Since there's another object in the Sonic Universe that more powerful than the Master Emerald. So apparently Ebullience realized this and discovered that Flash had more of a chance against Sonic, than we all realized. Thus making the Blue Lantern Ring, not needed.
First they makes Sonic's Hyper form non-canon and now they make his Hyper Sonic form limited. Poor Sonic... oh well that's life.

Which gave Super Sonic the opportunity he needed to take them down. Also after both were defeated, the Phantom Ruby robbed Sonic of his powers. 2. If that were the cause they wouldn't have lost to Super Sonic. Also if they did use the Ruby's full power they would have removed Super Sonic from the Emeralds like the Ruby did at the end of the Battle.

Plus if Eggman was incompetent enough to hire a mercenary gang to stop Shadow and have said failed mercenary leader wield a prototype of the Ruby. Then it's hard to believe that Eggman would be able access the Ruby's true power. Especially since Sonic Mania proves that Ruby can easily negate Super Sonic, which means Eggman wasn't utilizing the Ruby's true potential in Sonic Forces, even when he had it.
