Borrower can file a case and court can order to maintain status quo. And if bank couldn't issue sale certificate before that than bank wouldn't be able to provide possession to the purchaser.

Yes. The same bank which has auctioned the property will give you loan. And prefer that bank so that no dispute could occur in future with regarding to title
One of my dear one purchased such property till today he has not got possession after 15 years of struggle wastage of time in court and money. Bank only deals in money only. Property is sold on as it is where it is. No proper documents Title deeds are missing In many cases.

After symbolic possession it takes much time to convert it into physical possession. Untill then you have to wait. May be bank might not get the physical possession if any query arises.

There is no right of defaulter on auctioned property unless he himself buy the property in auction.
