Flaps are actually in the up (or auto is the position in hornets/super hornets) position through not only this maneuver but all the other maneuvers in the show other than takeoff and landing. Setting your flaps to half or full would degrade the pitch authority on the elevators and significantly reduce the roll rate, also the jet would bleed energy much quicker. Not only that but the super hornet will not even deploy flaps at the entry speed of this maneuver as they only start to kick in below 240 knots. Hope I was able to shed some light!

The flaps are down through the whole maneuver... flaps help to tighten the turn thus closing the radius (minimum radius) of the turn.
