They could just make it to where storm punishes players who stay in the storm for too long. 5 minutes passes? Well here comes a +10DPS. This way, it isn't punishing in no means to max pulls, but only punishes the campers (There can even be a timer to indicate this). Or heck, maybe 5 minutes can be the max time you can spend in zone before the dps buff happens to prevent people from running in and out.) Just an idea
no competitive scene should have a tactic that has no counter play for your opponent. That being said, it should fall on epic to remove the potential of the tactic from the game, not punish players for using a tactic that came from their oversight.

I was the first person to use this strategy in the World Cup and got 200$ from doing it when Fortnite was still in chapter one with medkits. Tfue also did this when they had those towers you destroyed to get loot in retail row. This guy did not do it first.
