Android 17 would have won, since he and Piccolo were evenly matched until Cell showed up, but since he has an infinite energy reactor he would never get tired while Piccolo wore himself down.
Hm, thought of something interesting recently, what if the main timeline in DBZ maintained the safety of the original cell, and was met with a battle for consumption of 17 and 18. To put it simple - 1st form cell vs 1st form cell, one formulated from the main timeline the other who came back in time from the trunks timeline. To make some sense for the other cell being blue, you could say the main timeline cell had some extra cells or something.
Remember when in The Legend of Broly, when Goku first used his instant transmission to go to that barren planet where he just missed Broly? Well what if he ditched chi-chi during that interview a little earlier and was able to find Broly on the first try?

So a for sure victory cant be decided, it completely depends on how quickly piccolo can take him down, or how quickly 17 can force his stamina down or force him to regenerate.

Exactly, before Cell had showed up and attacked Piccolo during his battle with 17, Piccolo in my eyes had the upper hand.

well if you think about it, future trunks and kid trunks are born at the same time pretty much within their respective timelines. So by the time we even first get introduced to future trunks, we can only assume anything that did happen with babbidi or buu or the supreme kai, already happened. Who knows what happened, we just know that the earth is still there.
Actually, according to Dragon Ball, he achieved his third eye through deep meditation. There are flashbacks of him and Tao, and he didn't have three eyes.

I always turn off my ad blocker when I'm on UA-cam. It's kind of useless when only a few ads are longer than 3 minutes. And hey, 3 minutes is enough time to go get a snack.
Although he lasted, and not to mention the androids in the future are stronger than the ones in the timeline, as trunks mentioned. The fact that gohan could last agaisnt stronger androids with one arm is incredible, then Piccolo being stronger than future gohan due to the fusion with kami could probably beat android 17 with one arm.

Piccolo(End) vs Super 17
After the battle with Baby, Piccolo remained on the currently exploding Earth so that way with his death the Black Star Dragon Balls would dissappear and during the Super 17 Saga he was dead and unfourtuantly in hell so what if since everyone else in hell was revived he was too and went to help the other Z-Fighters take on his Android rival, #17?
but your forget, each time piccolo regenerates he loses energy, while androids never lose their energy, or at least during this era they dont.
Piccolo is probably my second favorite character in DBZ, next to Cell Saga Gohan.

What if Raditz had changed his ways when Goku gave him the opportunity and helped him fight the other Saiyans.
