Why is it that those items are not as important as they used to be?
1.because junglers need attck speed for taking buff,from item or emblem 2.for patch now,war axe is important item for lancelot because new buff for this item

When should I build tankcelot and damage Lancelot in this meta?And also any tips for mastering to immune enemy skills with 2nd skill?
Tankcelot is not necessary needed just go hybrid early then damage build at late
