Not sure if you noticed already but you can choose one piece from the set an get it within a certain amount of pulls. (You could have gotten that dress maybe by now.) the option is in the corner on the right side to the bottom.
The rate is always the same, you can read it if you click on 'Details' > 'Probability' on the top right of the Resonance menu. Also make sure you select one of the pieces in Ocean's Blessing, so you can at least focus a piece you would like the most, before you actually run out of diamonds or a new outfit banner comes around every 2 weeks.
