That was indeed Julian Bleach, reprising his role as Davros after playing a much older version in 2008 and 2015. Though it's unlikely we'll see this version again, it was fun to have a light-hearted moment with the character and creation of the Daleks 🙂
Nope, we will never see wheelchair Davros again. RTD said in an Interview "we have 2023, you cant have a wheelchair User as the bad guy" so he is working with pre accident Davros.

I really can’t wait for these. The next 3 Saturday nights are going to be awesome. The 3rd looks amazing with The Toymaker. Can’t wait to see David Tennant back as the Doctor. I was lucky enough to meet him when they filmed in my husband’s shop for the episode Blink. David was lovely and let me take some photos. Met him and Freema.

You really should watch "Lauren and the Doctor" it's another Red Nose Day special. They are comedy specials to raise money for children in need. Also Doctor Who Curse of the Fatal Death is brilliant.

Yup, that is Julian Bleach, reprising his role as Davros from Series 4 and 9, albeit without all the makeup so you can see his face properly here! This minisode is set before Genesis of the Daleks, so this is before Davros's accident that would make him look the way we know him to look!
People in the UK are upset because of Davros at this time is pre-wheelchair. RTD has said that he wanted to change the fact that disabled Davros is evil. Children in needs helps disabled children as well as able bodied children.
Since this is pre 4th Doctor timeline wise it’s fine. Even if he appears later there is already a reason for it: stolen regeneration energy from Capaldi, people are just throwing fits and RTD is speaking from a place of good heart.
@@marshsundeen I think what didn’t help with RTD is the last time Davros appeared there were mean jokes poking fun at him and his chair and he is left utterly helpless after being removed from it by Capaldi and it’s played for laughs.

One is Davros, another is John Lumic, and then the only non-villian character in all of modern Who who uses a wheelchair is Yaz's grandmother in modern day. The timeline is so malleable and the show has been around so long that maintaining a canon would be virtually impossible or at least pointless. So...is this canon? No. Nothing is. Everything is Schrödinger's cat.
