The "two zeros in inverted commas" are actually the letter "O" twice: for Old Orkney! And "peedie" means "little" in Orkney dialect, so other Scots might say "wee dram". "Old Orkney" (with the "O.O." prominent and the full words in small print) was originally the brand for Stromness Distillery (which closed in 1928) and post-G&M is now used by Decadent Drinks for their Highland Park IBs. I tasted the first (thought to be bottled in 1910) at the Old & Rare Whisky Show (gorgeous, but eye-wateringly expensive!), had a miniature of the one you've tried (but round, not 'flat') and now have a full bottle of a 13-year-old from Angus & Co.
