As we can see, many of them were waiting in reserve (not to mention that trying would have just made it easy for dabi to just roast all of them. ) secondly, the situation changed dramatically when twice started duplicating himself. When that happened, it didn't really matter how many of them there were. And lastly, any hope of their victory disappeared when shigaraki gained the ability to decay things that were touching what he was touching. It's less that the MHL was weak, and more that the LOV was strong.
