They event staged a protest against it at sukhbaatar square. Russia is so scared that we might build our own hydropower plant or even nuclear power plant possibly. French company (I think it was called Orano) was looking into expanding its business into this part of the continent. Maybe earlier this spring during his visit to China, they might have discussed potential transportation routes etc. But then again I might be ahead of myself. :D
Well Tuva was in fact apart of the USSR but that came later during probably 1930-40s. Originally the Tuva and buryats were all Mongols but mixed up with the russians. Inner mongolia still suffers that. Even the Manchu's the Qing dynasty we from mongol tribes called Zurchids.
