- Finally the DCAS regulations have been approved by the WP29 meeting on March 6, 2024! This means that the doors have been opened by the UNECE to FSD beta to come to Europe and other countries outside of North America after all these years. But does this mean that we will actually see FSD beta this year?

This could probably open the road to have automatic blinkers for those that are missing the stalks!?
I think this is why the stalks were removed. The cars were designed at a time when Tesla probably thought FSD would reach Level 3+ sooner.

Thanks Steven for the update. The great news is nothing has changed😊. 5 years ago bought my Model S FSD. Last month I sold it without ever seeing FSD happen. Have moved on to a new brand. Good luck with the waiting … (liked the car a lot, did not like the empty promises, might return to Tesla in say 5 years when FSD is actually working).
I'm surprised because in France things got worse - my self-steering software which used to shut itself during the rest of the voyage will not turn itself off for good if I don't respond to the 20 second blinking light challenge on the dashboard. I have three strikes and used one. The funny thing is if I miss it that's because my eyes are on the road but self-steering wants me to look at the panel instead.
Now wouldnt that make for a nice christmas update!?
Tesla could start data aggregation for Europe pretty much immediately and get started on simultraining their current US net on the EU training data. Remember, FSD can learn from user example, not just by user interventions of a running system. That would allow for a running start.
Nice timely update, what happened to your sources saying "don't count on it"? ;-) I expect it will now end up as UN Reg. No 171.
Let's see how Tesla and the rest reacts to it, there are multiple manufacturers also interested in deploying similar functionality under the DCAS Reg. Having said that, everybody's sights still seem to be more on the 2nd phase with Hands-off and system-initiated manoeuvres.

Thank you for this informative video! Canˋt wait till fsd is available in germany. But what changes Tesla has to made in the new model 3 that this works. A sensitive steering wheel? + HW4 with cameras in bumper and blinkers? Or are there more changes needed? Greetings from germany.
For this, the current hardware is sufficient. Just look at the US
This is a huge leap towards having a modern stack outside NA. However, since 1) it still can't be exactly like in NA due to all the special conditions, and 2) Tesla is already compute-bound just training FSDBeta for a single country, I wonder whether they will keep ignoring everything outside of NA in the race to "get to FSD"? Tesla has ignored demands for improving basic things such as AP speed detection for years, where regulation was not the issue. Will we see a change of strategy now? And if they keep ignoring us, I wonder if there's any legal class-action suit that could be initiated for FSD customers, given that "pending regulatory approval" is no longer an excuse for them?
They could also implement level 3 on highway but choose not to. I fear we will see the same again. Tesla is America First and wont even start here before it is done for USA. Also the job is much bigger because there are significantly differences in traffic between countries and sometimes even signs not in english.
@@BaldurNorddahlexactly my concern. In theory their new neural network architecture that is purely data based can "just" be trained with enough examples. So they could make a few EU versions for instance. But that would multiply the amount of compute they need by a big factor, slowing down US training efforts. So the question is: will they dramatically increase their compute so it stops being a bottleneck? Unlikely I think, hope to be wrong. If they're compute bound, I highly doubt Elon will want to slow down US FSDBeta development to train non-NA versions. Again, hope I'm wrong and they can just do the training for all countries under the same big dataset, with each country's pecularities only adding a relatively small overhead. But I doubt it.
Hi Steven, thx a lot for all your persistence and dedication on this complicated but very exiting topic. Do you have any information whether this new regulation will demand a cabin camera? If so, will Tesla retrofit this for free in all FSD cars without a cabin camera?
Cabin camera probably needed for driver attentiveness. I don’t think Tesla will retrofit. The fine print has them covered there, I assume. But Tesla will not make any statement about this

Wow, great. Awesome that I found someone who actually know the status regarding regulations for FSD Beta in the EU. Question to you: How does this affect general AP? I know here in Norway the AP will nag at you/demand that you take over if it drives too fast in a turn (too many Gs), or that you have to confirm a lane change by nudging on the steering wheel, but this is not an issue in the US. Does this new regulation help with this?
Steven has made a previous video on that topic, a pretty exhaustive and lengthy one. If I remember, it would boil down to: don't hold your breath. FSD will have many, many legally imposed limitations (at first?).

There are currently 64 countries implementing these regulations. You can find a list here: en.wikipedia.org/wiki/World_Forum_for_Harmonization_of_Vehicle_Regulations
Won't be any of those two dates, since the car also has to go through some kind of approval process and there will be delays for the paperwork. We are still waiting for matrix lights (other than for highland) and that has already been approved but apparently something is holding us up.
Not approved for Europe yet was the last I heard about the matrix lights. And as I said, don’t ecpect FSD this year
@@StevenPeeters All new Tesla Model 3 "highland" already have matrix lights activated. In the german forums, they are watching for changes of the vehicle type approval. They found out about the approval for highland some months before it actually happened and now they have the same for all existing model 3 and model y. Only those cars that have the necessary hardware of course. Besides it has been confirmed by Tesla. However strangely there is nothing about matrix lights for S and X.

@@StevenPeeters I have a december 23 Model S and it is equiped with matrix hardware, but still waiting on software.
The only advantage I have now is when I do the "dance" Easter egg it projects "TESLA" on a wall it is parked in front of *yaaay 🙄

If they certify and roll out the FSD beta software, then probably the price will go up. But it can still take a long time before they certify. Or they do it in September already. No guarantees from Tesla that it will come this year. But yes, might be a good time to lock in the price
It does not come with you if you change car.
Tesla currently allows you to transfer FSD to your next car, if you buy an S or X. Many actions like this will follow leading up to the moment they release

Automatically. It is still just L2, so no new laws have to be made. However, I wouldn’t be surprised if Tesla rolls out country by country like they did with NoA

@@jwstolk it does not need to be approved on a state by state basis. It is homologated before it can roll out to anyone

Thank you for the video and the information. Semi-rhetorical question. Why do the UN who are not elected and certainly not voted for by me here in the U.K. making laws which affect me a citizen in a sovereign nation? This sounds like complete over reach!
