the DPS is mostly about when it actually hit the enemies, and when it is actually active, so an ultimate like the one you used, will have most of the time a high DPS because it'll be hitting a lot of enemies, but main weapons who are active all the time, and most of the time might not hit an enemie, despite having a high DPS, can have a "trash DPS"
Using the ultimate DPS as a standard is pointless, not only for the reasons I've seen others point out but also because you used the ultimate at the very end with all the passives and items meaning it did max damage for that one attack while the hammer DPS was the average from beginning where it had few upgrades to the end with all upgrades
Haven't seen this game, will have to check it out. By the way, probability ~6:00, 1/5 = 20%, 1/4 = 25%, to get them both consecutively you multiply the odds together and get 5% (1/20). I think you accidentally added the numerators to get 2/20.
5% is for rolling specifically one and then the other. Since the order of them does not matter, it's twice the probability, so 10% is correct. To say that differently: you have a 2/5 chance to get one of the two desired passives on your "first roll", and then 1/4 to get the second one on your "second roll". Same 1/10 probability. And another way: there are 10 possible combinations of passives (1+2, 1+3, 1+4, 1+5, 2+3, 2+4, 2+5, 3+4, 3+5, 4+5) and you need one of them to roll.

The relic has GUARANTEED the downside of "you take half a heart more damage from everything".
