I grew up in Endwell and have lived just west of Toronto for 27 years. Yes, that is the Gardner Expressway at the base of the CN Tower and the high rises you saw north of downtown is a continuation of the city. It used to be the city of North York until 1998 when it was amalgamated into Toronto.
Depending on who you speak with, the proposed development over the train tracks has been called Rail Deck Park or the Over Rail Corridor Area project. It's bounced around in development since first being proposed in 2017.
Finally, this hot weather is extremely unusual for April so it's not entirely surprising that the air conditioning was inoperative - particularly because light flurries are predicted over the course of the next 24-48 hours. Having spent ten years as the facility manager of a large office building, managing the environment in the shoulder seasons is often very challenging.

Why not just have a system that can switch between heat and cooling quickly? Is that not a thing? I don’t know much about HVAC sorry lol
