Both the houses haven't the power to introduce bill for the purpose of reorganisation of the states,instead the bill can be introduced by any member(minister or non minister) in both the houses. I think there is a difference between these two things.....

But I have a minute doubt regarding the simple Majority because I have understood it as the 50%+1 of Members not only present but also voting.
Assume if there are 50 members in a house and only 20 are voting, then the simple Majority will come out as 50%+1 of 20= 10+1= 11 in this Case.
Agar aap examiner hotai students ko fad kar rak detai really amazing way of teaching

Sir special majority k barey mein bola hi nahi state ka. If the state did not passed the bill president cannot assent the bill. Aur the bill is passed in the both houses of centre then sent to state legislature to pass it with special majority then if the legislature is willing to pass it can pass with or without recomm. To president, the president can sent back the bill one time if the state legislature pass the bill second time president should pass the bill. Recommendation and advice of president is not binding on state or centre legislatures. Thats why president is called only nominal head of the country

But article 370 k ly state legislative assembly ki recommendation nhi li yeh app ny kyu nhi Bola so the j&k reorganization act 2019 is illegal
At that time jandk was under governor rule so it needs the recommendation of governor at that time,and obviously governor was also their and he pleasently approve that bill
