He is one of the worst DPS for sure but he can still clear all content and he is fun, both sets work fine on him lingering tunes is only like 5% better if you are playing in a team. If you want to solo stuff with him freezing frost set will be stronger.

Does more damage because of the outro skill buff + the echo does not have a long animation, you can do damage while it is being used.
Also lingyang's kit gives a lot of Glacio DMG bonus. It's better to run attack
