BRL have cash in a majority owned JV... but the minority holder has control over withdrawal of any funds. In short it should not be reported as cash because it is not immediately available to BRL.

PDN needs to be very careful getting in bed with Dev... scuppering the deal may be doing PDN shareholders a favor.
