Regarding rental housing, I was pleased to see you refer to "supply and demand" as a determinant on rents. It used to be that NZers were basically unsophisticated financially and buying a second house to rent out was an accepted and historically successful way of providing a supplementary income in retirement. Due to successive governments messing with the tax rules on rentals plus rates and insurance being out of control this is no longer as attractive. The threat of a capital gains tax by a future government also deters potential investors. I think government should also recognize that immigration plays a part, especially in major centers and that managing the flow of immigrants arriving to better match emigrants leaving would be helpful in the supply/demand equation.

Capital gains tax is a proven failure in every developing nation it has been tried and has been removed for example Australia, USA Britain, France . . . it just does not work. Better to try targeted taxing secoundary homes in areas of housing shortage (Queenstown lakes area)

Reduce paye tax for people earning less than the average wage increase gst and introduce a tax of 1pc on every financial exchange
