The whole thing is a total scam. The long antiquated system was brought in during a time where systems throughout the world were not connected and it's purpose was only to provide a translation. It only comes in a limited number of languages and if you were actually moving to one of those countries you could just take your home country drivers license into their licensing authority and they would recognize it and convert it which proves the IDP is useless. It's now just an excuse to charge people money.
