The springs are part of the centrifugal switch. The start capacitors bring the motor up to 60ish%. The rotational energy overcomes the spring tension and disengages the start winding. From there the main winding runs until power is removed. As the motor winds down the spring tension rests the centrifugal switch.

Dude, mulch! Put down a couple of layers of brown cardboard out to about 5ft in all directions and cover in about 6in of wood chips, compost, leaves and grass clippings or something. Keeps down weed pressure, soil temp and retains moisture. Pawpaws grow in river and creek bottoms.
It is not my property to make that decision. 🤷 For the things I own I believe I will be putting down a layer of mulch.

That Kirby from the 80s probably still works and just needs a belt. I used to pick up free vacuums and fix then sell them. Usually just clogged hoses and broken belts, maybe a pen stuck in the motor
Actually they all work. I am just taking them all apart and drawing up parts for them in solidworks
