My gpu is showing 128mb dedicated vram in setting but when i run games its using more vram than 128mb? How much vram ram should i set for 8gb ram and 1536 of vram

This does not preserve the quality. A quality setting of 22 introduces visible compression artefacts. It needs to be below 16 (= less compression) to have any chance of avoiding visible artefacts. Choosing "whichever encoder you like" is not good advice. H.264 is good but H.265 is better, especially for 1080p and larger. H.266 (aka VVC, Versatile Video Coding) is even better (for larger frame sizes), but not so well supported yet, and is not an open format. AV1 is better than H.265 and is an open format, so it's being adopted quickly; UA-cam has been using it for some time already, and decent players like MPC-BE can handle almost anything. Note: Many GPUs have hardware-accelerated video encoders. NVIDIA has h264_nvenc, h265_nvenc and av1_nvenc, AMD has the same but with "_amf", and Intel has the same but with "_qsv". These should be available from the encoder drop-down as appropriate, and they are way, way faster than CPU encoding. The "Fast" encoder preset won't necessarily produce the best results. This is something you need to experiment with if your aim is to get the smallest file size. The slowest setting might not give the smallest file size, either, because it depends very much on the nature of the video content being compressed.
