There's no lie. You can watch yourself, it boosts itself from 3.2 up to 3.6 GHz when the usage it's minimal and to 3.4 GHz when it's under stress workouts.
And every CPU in this world can be overclocked, but it's not the case here.

There is no joke, you probably played it on integrated graphics, that's why you had such a bad experience with the game.

If you're on a very strict budget get a 1050 ti other GPUs to consider gtx 960, 970, 980. I personally say get a gtx 960 or above like a gtx 1060 6gb or a rx 580 8gb
