at 27:37 wont the exponent be 3? if the exponent is 4 then the value would be 10000.10000 which would equal -16+0.5 = -15.5 if the exponent is 3 then the value would be 1000.010000 which would equal to -8+0.25 = -7.75 am i incorrect?
