I'm dealing with this right now. I just moved into a brand new apartment building on the 4th floor. There's a man in his 40's who lives directly below me who also just moved in. I noticed that right away he would use a wooden bat to slam my floors (his ceiling) any time I walked around my apartment. He would follow my footsteps and bang his bat right below my feet. He started using his bat in the middle of the night when I was fully asleep and not making any noise at all. The issue became so bad that I had to leave my apartment for a week to let the leasing office handle him. I even had to call the cops on him one night because he was slamming his bat all night. I literally couldn't even get a few hours of sleep without him purposely waking me up. He claims I was STOMPING all night when I've never stomped in the apartment. It was almost like he was hearing things that weren't actually happening. My leasing office assured me he would be "handled." Horrible situation.
